موانع اجرای برنامه استراتژیک از دیدگاه مدیران بیمارستان های استان قم در سال ۱۳۹۸ |

زمینه و هدف: پیچیدگی‌های روزافزون و تغییرات در شرایط محیطی، سیاست‌ها، نگرش‌ها، سیستم‌ها و سازه‌ها از عوامل مؤثر بر اهداف برنامه‌ریزی استراتژیک هستند که می‌توانند برنامه‌ها را تغییر دهند. برنامه‌های بدون تفکر استراتژیک، توانایی مقابله با چنین تغییراتی را ندارند؛ بنابراین شکست می‌خورند؛ از این رو درک و فهم عوامل اثرگذار بر برنامه‌ریزی استراتژیک برای دستیابی به اهداف مورد نظر ضروری و بااهمیت هستند. در این ارتباط، مطالعه حاضر با هدف تعیین موانع اجرای برنامه استراتژیک از دیدگاه مدیران بیمارستان‌های استان قم انجام شد. روش بررسی: مطالعه حاضر به صورت مقطعی- تحلیلی در بیمارستان‌های استان قم در سال 1398 انجام شد. نمونه پژوهش شامل 50 نفر از مدیران ارشد اجرایی و عملیاتی، مسئولان بهبود کیفیت و مدیران اداری- مالی بیمارستان‌ها بود. موانع اجرای برنامه استراتژیک توسط پرسشنامه از پیش طراحی شده جمع‌آوری گردید. تجزیه و تحلیل داده‌ها با استفاده از آزمون‌های t مستقل و ANOVA انجام شد. یافته‌ها: نتایج نشان دادند که مهم‌ترین موانع اجرای برنامه استراتژیک به ترتیب موانع ساختاری (82/1)، موانع انسانی- انگیزشی (81/1) و موانع فرایندی (8/1) می‌باشند. مدیران ارشد اجرایی و مالی، موانع ساختاری؛ مسئولان بهبود کیفیت، موانع فرایندی؛ مدیران واحدهای اداری، عوامل انسانی- انگیزشی را از مهم‌ترین موانع اجرای برنامه استراتژیک می‌دانستند. نتیجه‌گیری: نتایج پژوهش حاضر دیدگاه مدیران بیمارستان‌های استان قم را در مورد موانع اجرای برنامه استراتژیک تبیین کرد. به نظر می‌رسد هنگام طراحی و اجرای برنامه استراتژیک، مشارکت نیروی انسانی که از مهم‌ترین عناصر در سازمان‌های پیچیده مانند بیمارستان می‌باشد، باید در نظر گرفته شود. |

Barriers to the Implementation of the Strategic Plan from the Viewpoint of Managers in the Hospitals of Qom Province in 2019 |

Background and Objectives: Increasing complexity and changes in environmental conditions, policies, attitudes, systems, and structures are factors influencing strategic planning goals that can change programs. Programs without strategic thinking are unable to cope with such changes, so they fail. Understanding the factors that influence strategic planning is crucial to achieving goals. Therefore, the present study aimed to determine the barriers to the implementation of the strategic plan from the viewpoints of Qom hospitals managers. Methods: This cross-sectional study was performed in hospitals of Qom province in 2019. Samples included 50 senior executive and operational managers, quality improvement officers, and administrative-financial managers of hospitals. Barriers to strategic plan implementation were collected by a pre-designed questionnaire. Data were analyzed using chi-square and Fisher's exact tests. Results: The present study showed that structural barriers (1.82), human-motivational barriers (1.81) and process barriers (1.8) were the most important barriers to the implementation of the strategic plan. Senior and Executive Managers, Financial Managers cited structural barriers, Quality Improvement Officers cited process barriers and Managers of administrative units cited human-motivating factors as the most important barriers to the implementation of the strategic plan. Conclusion: The results of the present study explained the viewpoints of Qom hospital managers regarding the barriers to implementing the strategic plan. It seems that when designing and implementing a strategic plan, human resource partnerships, which are the most important elements in complex organizations such as hospitals, should be considered. |
