Purpose and background: Considering that the role of people's sympathetic participation in natural crises such as floods is evident and the government will bear many costs without using the potential of non-governmental organizations, the purpose of the research is to understand the meaning and interpretation of the members of non-governmental organizations. The people of Tahad, with the experience of participating in flood relief in this area, are effective factors in the cooperative participation of citizens. Method: The present research is applied in terms of purpose, descriptive in terms of method, and qualitative research based on foundation data method in terms of study type. The statistical population includes all members of non-governmental organizations participating in the relief of the flood crisis in Chabahar. The purposeful sampling method is available. The participants in the research were 25 of these forces. A semi-structured interview has been used as a data collection tool. To reach the reliability criteria, three methods have been used: control or validation by members, analytical comparisons, and the use of audit techniques. The data is collected according to the procedure. Based on the contextual theory, they have been analyzed in three stages of open, selective and selective (central) coding. Findings: The results indicate that factors such as: the formation and support of non-governmental organizations, the quality of crisis management, functional transparency, media culture as the causative conditions, the quality and manner of obtaining information, the quality of distribution of goods and services relief, the quality of institutional trust, socio-cultural conflicts as intervening conditions, regional people's support of relief groups, cultural structure, professional ethics of relief forces as background conditions, relief training and information, pragmatic jihadi-revolutionary management, Collaborative foundation, flood management and use of capacities as strategies, inconsistency in crisis management, ineffective policies, personal-psychological consequences and institutional distrust have been introduced as consequences. Conclusion: Partnerships in natural crises such as floods are affected by various factors, one of the most important of which is citizens' trust in institutions and organizations. |
