عنوان انگلیسی Agenda Setting Analysis for Health Literacy Promotion Using Kingdon's Multiple Streams Model in Selected Countries Based on Descriptive-Comparative Study

Background: The concept of Health literacy, has been attractive for policy makers, since its inception. This study aimed to analyzed the agenda setting process of health literacy promoting policies in 7 selected countries using the Kingdon's multiple streams model.
Method: This descriptive-comparative study was conducted using Kingdon's multiple streams model including three streams -Problem Stream, Policy Stream and Politics Stream- that influence the public policymaking process and policy change occurs when streams converge in a policy window. We took a selection of countries from each region as a sample including USA, Australia, South Africa, Chile, Turkey, Thailand, and Islamic Republic of Iran. The content analysis of available policy documents and reports and comparative table were used.
Results: Extensive studies were the main driver of the problem stream. Numerous conferences and health promotion programs were drivers of policy stream. The desire and contribution of key person's and national authorities, the serious commitment of government and political stability were factors strengthening politics stream. Ultimately, the simultaneous strengthening of three streams brought the issue onto the agenda.
Conclusion: Although the Kingdon's model considered three streams separately, those are not separate from each other. As findings show, the first step towards bringing health literacy to the agenda is better understanding and introducing the issue in the policy space and community level. This will further encourage policymakers and develop solutions. Attracting the support of influential people will also be very useful in this regard.
