موانع و راهکارهای موجود در اجرای منشور حقوق بیمار در ایران : مطالعه مروری |

چکیدهمقدمه: هدف منشور حقوق بیمار، اطمینان از مراقبت کافی بیماران می باشد و اجرای آن کیفیت مراقبت های بهداشتی-درمانی را ارتقاء می دهد.هدف: این مطالعه با هدف بررسی موانع موجود در اجرای منشور حقوق بیمار در ایران و ارائه راهکارهای مناسب در این زمینه انجام گرفت.روش کار: ابتدا تمام پژوهش های مرتبط با منشور حقوق بیمار از سال 1381 تا 1391 با استفاده از کلید واژه هایی نظیر "حقوق بیمار"، "منشور حقوق بیمار"، "رعایت حقوق بیمار"، "موانع و حقوق بیمار"، "رضایتمندی و حقوق بیمار" و "میزان آگاهی و حقوق بیمار" در پایگاه‌های اطلاعاتی داخلی iranmedex ،magiran ، SID و Iran doc جست و جو شد. با توجه به معیارهای ورود و خروج، 27 مقاله، واجد شرایط تحلیل در این مرور متون بودند.نتایج: مهم‌ترین عواملی که به عنوان موانع رعایت حقوق بیمار در مطالعات به آنها اشاره شده بود عدم آگاهی مناسب بیماران، پرستاران، پزشکان و دانشجویان از منشور حقوق بیمار، عدم جامعیت ضمانت اجرایی منشور حقوق بیمار در ایران، فشار کاری پرستاران و کمبود پرسنل و آموزشی بودن بیمارستان ها و از راهکارهای مناسب در این زمینه آموزش در زمینه حقوق بیمار (به عنوان فراوانترین راهکار ارائه شده)، توجه به عوامل سازمانی، بهبود شرایط مربوط به کارکنان و نظارت بر اجرای حقوق بیمار می باشد.نتیجه گیری: اجرای کامل و جامع منشور حقوق بیمار در ایران تنها در سایه آگاهی، منابع کافی، لحاظ کردن حقوق مراقبت دهندگان و وجود یک سیستم مسئول پاسخگو قابل حصول است. |

AbstractIntroduction: The goal of patient's rights is to ensure provision of adequate care to patients which in turn enhance the quality of medical care.Objective: The aim of this review article is to evaluate the existing barriers to implementation of patient's rights in Iran and presenting appropriate solutions.Methods: First, all studies related to patient 's bill of rights were searched using keywords such as “patient rights”, “patient 's prism right ”, “ observation of patient's rights "," barriers and patient rights "," satisfaction and patient's rights” and " awareness and patients' rights” in internal databases of Iranmedex, Magiran, SID and Iran doc. Finally, on the basis of inclusion and exclusion criteria, 27 articles were found suitable for the study.Results: The most important factors mentioned in these articles as barriers to observation of patients’ rights included patients, nurses, physicians and students’ lack of awareness on patient's bill of rights, lack of comprehensive agreement on performance of patient's bill of rights in Iran, excessive work load of nurses, staff shortage, and also hospitals being training sites. Furthermore, among appropriate strategies for these barriers are: teaching the patients’ rights (as the most frequently-cited strategy), pay attention to organizational factors, improve factors related to employees, and also monitoring the implementation of patient rights.Conclusion: Complete implementation of patient rights in Iran can be achieved only as a result of awareness, adequate resources, consideration of caregivers’ rights and a system of accountability. |
