مدیریت یکپارچه بحران با تأکید بر ایمنی شریان‌های حیاتی در شهر تهران |

مقدمه: شریان‌های حیاتی یا همان زیرساخت‌ها جزء بنیان‌های اصلی و چارچوب‌های پایه‌ای هر جامعه به شمار می‌آیند که در برگیرنده‌ی تمامی تأسیسات و تسهیلات مورد نیاز آن جامعه‌اند. در زندگی مدرن، با افزایش وابستگی سریع به این امکانات، این نیاز روزافزون شده است. شریان‌های حیاتی شاهرگ تعیین‌کننده‌ی بقای شهرنشینی در دنیای امروز هستند و این شریانها برای تولید و توزیع کالاها و خدمات در واحدهای شهری به کار می‌روند و امکان زندگی در شهرها نیز بستگی به کیفیت و کمیت کارکرد این شریانها دارد؛ همچنین طبق تعریف سازمان امنیت اجتماعی و آمادگی شرایط اضطرار کانادا، زیرساخت‌های حیاتی، شبکه‌ها، تأسیسات و سرویس‌های اطلاعاتی و فیزیکی مرتبط به یکدیگر هستند که اگر منقطع یا تخریب شوند، بر روی سلامتی، ایمنی، امنیت و اقتصاد جامع تأثیر جدی خواهند گذاشت. انواع شریان‌های حیاتی عبارتند از سیستم‌های آبرسانی، شبکه برق، خطوط لوله نفت و گاز، جمع‌آوری فاضلاب و آب‌های سطحی، شبکه ارتباطات و حمل و نقل. ایمنی شریان‌های حیاتی در پیش و پس از بحران‌های طبیعی برای جلوگیری از تخریب و حتی به تأخیر افتادن عملکرد شریانها و بررسی‌های دقیق در جهت ارتقاء ایمنی آنها امری ضروری است. هدف: با توجه به وابستگی و ادامه حیات شریان‌های حیاتی به هم و با در نظرگرفتن ماهیت مدیریت یکپارچه وایجاد اتصال اطلاعاتی این شریانها، آنچه واضح است، رسیدن به ایمنی شریان‌های حیاتی بدون بهره‌گیری از مدیریت یکپارچه به ویژه در شرایط بحرانی امری غیرممکن خواهد بود. بنابراین هدف از پژوهش حاضر ارزیابی مدیریت یکپارچه در ایمنی شریان‌های حیاتی در کلانشهر تهران می‌باشدتا با شناسایی نقاط قوت مدیریت یکپارچه،بتواند در پیاده‌سازی این شکل از مدیریت کارساز و گره‌گشا باشد. روش: مقاله از نوع مقالات مروری بوده و جمع‌آوری اطلاعات در آن به صورت اسنادی و میدانی و تجزیه و تحلیل اطلاعات به صورت توصیفی- تحلیلی انجام گرفته است. یافته‌ها: پیاده‌سازی مدیریت یکپارچه در مدیریت بحران شهر تهران، می تواند در تسریع فعالیت‌های پیش، حین و بعد از بحران، همچنین پیشگیری از دوباره کاری و تکرار فعالیت‌ها و در نتیجه اتلاف وقت و البته صرفه‌جویی در هزینه‌ها بسیار موثر باشد. نتیجه‌گیری: با توجه به آسیب‌پذیری بالای شهر تهران در خصوص بحران زلزله، مدیریت یکپارچه بحران می‌تواند کمک موثری در جهت بهبود مدیریت شهر تهران در شرایط بحرانی باشد. |

Introduction: Vital arteries or the infrastructure is the component of the main foundation of any society that includes all the facilities and amenities required by society; this need is growing in modern lifewith fast growing dependence on these featured. Infrastructure are determines lifelines of urban survival in todays world; this infrastructure use for produce and distribute goodsin urban units and the possibility of life in cities also independes on the quality and quantity the function of the infrastructures. According to the social Security Agency and Canada Emergency Preparedness, critical infrastructure, networks, physical facilities and information services related to each other and which if disrupted or destroyed will have a serious impact on health, safety, security and comprehensive economy (Eskandari and et al, 2014.) Types of infrastructure include water systems, electricity grids, oil and gas pipelines, sewage and surface water collected communications and transportation networks. So that the safety infrastructure before and after natural disasters and even delay to prevent damage arterial function. It is necessary and needs to be careful in keeping them safe. Objective: According to the dependency of survival critical infrastructure to each other and taking into account the nature of integrated management and development of data binding artery clearly, it will be impossible to reach safety critical infrastructure without the use of integrated management, especially in critical situations. So the aim of this study is to evaluate the safety of critical infrastructure in intrgrated Crises management in Tehran to identify the strenghts of integrated management, implement this form of management that it is effective and in order to achieve this objective. Method: This paper is a review article, documentary and field data collection and analysis were used for cross-sectional data. Findings: implementing integrated management in Tehran disastermanagement can accelerate the activities before, during and after the disasters to prevent of duplication and thus, causes a waste of time and of course a very effective cost saving. Results: According to the vulnerability of the earthquake disaster in Tehran, integrated management can effecitively help to improve management in city especially disaster management in Tehran. |
