آسیب‌شناسی نظام اجرای خطمشیهای رفاه اجتماعی ایران |

مقدمه: در مسیر اجرای خط مشی‌گذاری عمومی، عوامل و موانع بازدارنده بسیاری وجود دارد که شناسایی آنها سبب کارآمدی اجرای خطمشیهای اتخاذ شده برای آن حوزه می‌شود. روش: پژوهش حاضر با هدف شناسایی و اولویت‌بندی موانع اجرای خطمشیهای رفاه اجتماعی ایران صورت گرفته است. پژوهش از نوع فراترکیب بوده که در بخش کیفی با استفاده از مصاحبه نیمه‌ساختاریافته، دادهها گردآوری و کدگذاری باز؛ محورها و موانع اجرای خطمشیهای رفاه اجتماعی شناسایی شد. در بخش کمی با استفاده از مرور ادبیات و پژوهش‌های پیشین؛ 6 پژوهش بنیادی در حوزه خط‌مشی گذاری با توجه به استنادهای انجام شده انتخاب گردید و گویه‌های اثرگذار بر اجرای خط‌مشی‌ها از سایر پژوهش‌های انجام شده به صورت اشتراکات استخراج گردید. در ادامه با استفاده از روش دلفی سه مرحله‌ای و همکاری 10 متخصص، دسته‌ها و گویه‌ها بدست آمد. یافته‌ها: نتایج حاصل از پژوهش، نشان داد بر اساس آزمون فریدمن ده اولویت عبارتند از: وجود احزاب مخالف و موافق، دشورای‌های فنی، عدم استفاده از فناوری‌های جدید، مشروعیت نظام سیاسی و حاکمیتی کشور، عدم توجه به بلوغ فکری و سیاسی گروه هدف، عوامل سیاسی، زد و بندهای سیاسی، وضعیت رفاهی گروه هدف، نبود دستورالعمل اجرایی مناسب و همراستا نبودن برنامه‌ها و عدم تخصیص بهینه بودجه کشور؛ بحث: مشخص شد عوامل تأثیرگذار به نوعی در اختیار دولت می‌باشد و نقش مجریان در اجرای خطمشیهای رفاه اجتماعی کمتر است. لذا پیشنهاد می‌شود دولت در بکارگیری احزاب موافق و مخالف، مشروعیت نظام سیاسی حاکم و دستورالعمل‌های اجرایی مداقه بیشتری به خرج دهد |

Introduction: In the way of public policy implementation, there are many factors and obstacles, the identification of which will lead to the effective implementation of policies adopted for that area. Method: The present research was conducted with the aim of identifying and prioritizing the obstacles to the implementation of Iran's social welfare policies. The research is of a meta-composite type, in the qualitative part, using semi-structured interviews, data collection and open coding; The axes and obstacles to the implementation of social welfare policies were identified. In the quantitative part, using literature review and previous researches; 6 fundamental researches in the field of policymaking were selected according to the citations and the items affecting the implementation of policies were extracted from other researches in the form of commonalities. Then, using the three-step Delphi method and the cooperation of 10 experts. Findings: The results of the research showed that based on Friedman's test, ten priorities are: existence of opposing and supporting parties, technical difficulties, lack of use of new technologies, legitimacy of the country's political and governance system, lack of attention to the intellectual and political maturity of the target group. Political factors, political conflicts, the welfare state of the target group, the lack of appropriate executive instructions and the lack of alignment of programs and the lack of optimal allocation of the country's budget; Discussion: It was found that the influential factors are in the hands of the government and the role of the executives in the implementation of social welfare policies is less. Therefore, it is suggested that the government pay more attention to the use of pro and opposition parties, the legitimacy of the ruling political system, and executive guidelines |
