پژوهش مورد بحث در این مقاله در ارتباط با نظام جامع رفاه و تأمین اجتماعی طی مدت 11 ماه در شورای پژوهشی موسسه عالی تأمین اجتماعی شکل گرفت. رئوس مطالب مهم پژوهش مذکور که در مقاله توضیح داده شده عبارتند از: 1. اهمیت تأمین اجتماعی و ارتباط مستقیم آن با رشد اقتصادی و عدالت اجتماعی، کرامت انسانی و سرافرازی ملی 2. مبانی و فرصت‌های مختلف در نگرش به نظام رفاه و تأمین اجتماعی 3. تصویر وضع موجود نظام تأمین اجتماعی در ایران 4. تأمین اجتماعی در سازمان‌های بین‌المللی چند کشور منتخب جهان 5. تأمین اجتماعی و چشم‌انداز اجتماعی و اقتصادی آن در ایران 6. انتخاب دیدگاه، مبانی و فروض مناسب برای ایران و تصویر وضع مطلوب. حاصل پژوهش مورد بحث به تدوین پیش‌نویس ماده واحده نظام جامع رفاه و تأمین اجتماعی توسط مؤسسه عالی پژوهش و تأمین اجتماعی انجامید که در این مقاله دیدگاه‌ها پیرامون آن ارائه شده است. |

The research discussed in this article consists of the Process ended to propos a structure for social welfare and security which took more than 11 months in social security research institute. The main topics discussed are as follows: 1- The importance of social security and its relationship to economic growth, social justice, human generosity and national honor. 2- The basis and opportunities towards different atitudes about social welfare and security, polity. 3- The portrait of current Iran social security polity in Iran. 4- Social security in international organizations and some chosen countries. 5- Social security and its socio - economic viewpoints in Iran. 6- Choosing the viewpoints, bases, and suitable ideas for Iran and portrait of suitable conditions. The results of this research led to preparing an act on comprehensive social welfare and security that are discussed in some points, |
