تدوین برنامه‌ی عملیاتی جامعه‌محور در کاهش خطرپذیری سوانح مطالعه موردی (طرح دوام محله فهادان یزد) |

چکیده زمینه و هدف : وجود شهرهای دارای قدمت زیاد و مشکلات مربوط به رشد جمعیت و گسترش بافت‌های فرسوده شهری باعث شده است تا خطر زمین‌لرزه و تخریب‌های ناشی از آن سکونت‌گاه‌های شهری را مورد تهدید قرار دهد. گستردگی بافت‌های تاریخی در سطح شهر یزد و دربرداشتن شاخص‌های فرسودگی، مدیریت بحران این شهر را نیز با مشکل مواجه ساخته است. طرح‌های متعددی در زمینه احیای بافت‌های تاریخی و ایمن‌سازی آن‌ها انجام گردیده است اما به دلیل درنظرنگرفتن مشارکت شهروندان و همچنین گروه‌های مردمی چندان موفق نبوده‌اند. هدف از پژوهش حاضر تدوین برنامه‌ی عملیاتی جامعه‌محور در کاهش خطرپذیری سوانح(طرح دوام محله فهادان یزد) بود. روش: در جمع‌آوری داده‌ها از روش‌های کتابخانه‌ای و میدانی استفاده شده است. همچنین نقشه‌های مکان‌یابی پایگاه مدیریت بحران با استفاده از روش آنالیز وزنی و با استفاده از سامانه (GIS) تولید و تمامی لایه‌ها با ضرایب استخراج‌شده مورد تحلیل قرار گرفتند. یافته‌ها : نتایج حاصله نشان می‌دهدکه میزان تمایل مردم محله برای شرکت در برنامه‌های کاهش خطرپذیری بامیزان مشارکت، وضعیت روابط اجتماعی و خویشاوندی و اعتماد ساکنان به گروه‌های موجود در محله رابطه مستقیم دارد. نتیجه‌گیری : با توجه به یافته‌ها، بهترین مکان برای پایگاه مدیریت بحران در محله مشخص‌شده است و درصورتی‌که بودجه، حمایت از طرف سازمان‌ها، مشارکت مردم محلی وجود داشته باشد می‌توان با استفاده از طرح دوام خطرپذیری محله فهادان در برابر سوانح را کاهش داد. کلمات کلیدی : خطرپذیری، کاهش خطر، پایگاه مدیریت بحران، محله فهادان یزد |

Sima soleimanzade2 [1]Master of Post-Traumatic Reconstruction, Shahid Beheshti University [1]Master of Post-Traumatic Reconstruction, Shahid Beheshti University Abstract Background and objective: The historical cities & their relative problems about population growth & old textures' development made the earthquake and its damages to threat cities' habitats. Due to the extension of historical textures & their burnout indices across Yazd province, the crisis management in this city is not very easy. There are lots of programs in reclamation and immunization of historical textures but they didn't succeed since they didn't consider citizen's cooperation and people's groups. Method: this study used library and field method to collect data and investigated the locating maps of crisis management's base by using weight analysis and GIS system. Results: The results showed that there is a meaningful relation between people's tendency to cooperate in programs of risk reduction and the amount of cooperation, social & kinship relationship and truth of habitants to groups of people in this district. Findings: This study was done by participation of families, local groups and nongovernmental organizations to do actions about increasing readiness of society toward events of historical textures in Fahadan district of Yazd province. This study will investigate the ideas, theories and experiences of different countries in providing a program to use capabilities of local society in reducing earthquake danger and using cooperation capabilities in Fahadan district in Yazd. By investigating durable program in Fahadan district, this study find some policies and comments to make a program to reduce the risks. result: According to the results, the best place for crisis management's base was defined and when there is enough budget, support of organizations and people's cooperation, the risks of Fahadan district against events will be reduced.
